Depends on what the spots are. I agree with the other items to use, but you can also try Oxy10 or Goof Off if it's a greasy or tar-based stain. If it is permanent marker, Oxy10 should work. If it is a wax-based stain, try ironing it off onto a piece of white paper. If it is gummy, try ice and then scratch the spots off. If it is paint--try mineral spirits or denatured alcohol. If it is fingernail polish, try straight acetone. Worst case scenario? Try running it through the dishwasher with regular dish washer detergent, but add some SnowBol to the bottom of the machine (toilet cleaner). This should get the hat sparkling white and clean your dishwasher as well! :)

Pick up one of those bleach pens since it's a white cap. You can just target the black spots. They work very well.

Use some spray and wash. you can get it at wal mart. Just follow the directions on the bottle.
