I was wondering if i can close my pc down or something similiar and can i set it to still download while off.?

NO you can not! If you power down your PC there is no internal components running. So if there is no power going to your hard drive and a processor running to process the information there is no downloading. What I do is always have my computer running! When I am not doing anything on the computer I turn off my monitor only and let downloads continue.

No, once your PC is off you cannot download anymore. You can turn off your monitor to save energy, but not the PC itself.
