I believe every country is friendly it depends on the people you run into that makes it unfriendly... I am from Canada and everyday I run into friendly and unfriendly people the same with when I visit other countries. I don't think they are unfriendly I think they are just miserable and don't want to be bothered with others.

In my experience, Italy. But, I haven't been everywhere, not by a long shot.

You find nice people everywhere, but I have to say the most friendly people are in Brazil.
