If you're on a tight budget, then if you have your daughter in the wedding you'll be spending another 3 figures on her dress instead of just having her wear something she already has. So for that reason you could leave her out of the wedding party. If you think you can afford a bridesmaid dress for your daughter, then have her as maid of honor and your sister as matron of honor. There's no law that says the ring bearer has to be a certain age. I think you could have the ten year old walk the aisle with a ring pillow and then sit down with his grandparents and then you're all set. You don't need to have a flower girl just because you're having a ring bearer- my dog was my ring bearer but I didn't have a flower girl even though there were 6 little girls attending my wedding! As for your older boy, rent him a tux and call him an usher so he can hand out programs to guests as they arrive, if you're going to have programs printed.
