If the rest of the internet works fine for you, and it's a specific website that doesn't respond, it's the website's fault. For some reason, it is not sending you a webpage.

It's your computer. Try running the disk cleanup tool. Start / All Programs / Accessories / System Tools / Disk Cleanup. I'd also run some other maintenance like a Scan Disk [error-checking]and defragmentation. If you can get your hands on a Norton System Works disk, run the utilities from the CD and use WinDoctor to clean up your registry.
Cleaning your system can make a big performance difference.

well in ur side it can be either the internet connection, modem, or ur browser
and in the website's side it can be the host that it's hosted in, which is busy or either down and maybe it's the domain
who knows?

Most lockups I find occur because there isn't enough ram on the computer.
