If you suspect that a small child has put something in there that shouldn't be that could easily be the problem. If your other toilet is working, then your main drains are probably clear, so let's go back to the problem toilet. My kids once flushed a small plastic drinking cup down the toilet - it made a perfect check valve to prevent water from going down. I ended up taking the toilet up and running a snake entirely through it (I tried with it in place, but it did not work). I finally dislodged the cup. If they flushed a wooden block or something that would swell when it is wet, I have seen plumbers have to literally go crazy trying to get the object out. Get a snake coil and try to work it through the "S" turn trap built into the toilet (this is where the object will be). You may be able to get it out that way. Otherwise you will need to remove the toilet and work on it that way. The other toilet should have no effect on the non-working one if the main drains are clear. Good luck.

I recall as a kid watching a plumber we'd hired to deal with a clogged toilet using a coat hanger to hook and bring out a toothbrush that had fallen off the adjacent sink.
Sure enough, if the plunger won't shake the clog loose ti could easily be a foreign object that drain cleaner isn't going to dissolve. You just might be able to bend a hanger such that you can hook it and pull it free. It can't hurt to try.
You may see some black marking on the toilet bowl where some metal from the hanger gets scratched onto the porcelain. After getting the toilet unclogged, turn off the supply and flush twice to nearly empty the toilet and then you can use a mild abrasive (Comet, maybe) which will clean those marks right off.

It sounds like the waste line is plugged. I don't think it will affect the other toilet unless the clog or obstruction is in the "main" drain as opposed to the branch drain. Each water appliance has it's own drain to dispose of water. They connect at some point to the main line that goes to the city sewage, or to a septic tank.
In your condition, you're probably best off trying to use a product such as draino to try and dissolve the clogged area ( be careful using a plunger after you've put chemicals in the toilet because they may splash back on you. If that doesn't work, you may need to get someone to do a check on the system. I know plumber is a bad word in parts of the country, but they do have the knowledge, tools to fix the problem

Your toilet is not broken the drain is stopped up
If the water goes down slow it could be a sign that there is something clogged in your toilet. Kids have been known to put crazy things down there. I would try pulling the toilet first make sure it is clear. If not then you need a rod. Home depot rents them. Still cheaper than a plumber good luck

If both toilets are backing up, the kids probably didn't do it. They empty into a 3" pipe that empties into a 4" pipe. If both are stopped up. And you need it fixed now, call roto rooter. If it is just one stool, continue using the plunger. Push it down slowly, and give it a jerk upward. Try maybe ten or twenty times.

Hopefully you knew to turn the knob behind the toliet where it hooks into the wall's water line. This will stop the water.
Sounds like a much bigger problem than just the toliet. Call a plumber immediately. If this goes on you could develop problems in other drains as well. And you don't want your sink's bath's and showers backing up as well.
