I think it's Donald and Daisy Duck, with Scrooge as Donald's brother, hence he's the kids' Uncle.

In the comic book story of Scrooge McDuck coming to America, he was accompanied with his two sisters.
One of the sisters is an easily angered duck, who married a relative of Oma Duck, who is also an easily angered duck. Their offspring is Donald.
The other sister is much calmer, her descendants are Huey, Duey and Louie, I don't know who is the father and mother.
The story was made long after the characters were introduced.
Nephews are usually introduced so that the characters can have children without getting married or having ones out of wedlock. Huey, Duey and Louie's parents? Donald and Daisy.
Daisy also had her female version of Huey, Duey and Louie, I think that they're April, June, and July. Their concepts were condensed into one character as Abigail in Duck Tales, who is like them, except she's much younger than the boys.

The father of Huey, Dewey, and Louie has never been revealed. The mother is Donald's sister Della. Uncle Scrooge is Donald's uncle, and the three nephews' great-uncle. You can view the entire Duck family tree below.

Huey, Dewey and Louie are the sons of Donald's sister; in Donald's Nephews, Donald's sister is named "Dumbella," but in the comics, her full name is Della Thelma Duck. ("Dumbella" is obviously not a real name but a nickname, even though it is one she even inflicts on herself due to her low self-esteem.)
In the original theatrical shorts, they were originally sent to visit Donald for only one day; in the comics, the three were sent to stay with Donald on a temporary basis, until their father came back from the hospital (the boys ended up sending him there after a practical joke of putting firecrackers under his chair). In both the comics and animated shorts, the boys' parents were never heard from or referred to again after these instances, with the boys ending up permanently living with Donald.

Donald and Daisy Duck.
McScrooge is their paternal uncle. And I don't think Disney has ever introduced anyone on Daisy's side of the family, except for in a few Christmas and holiday specials where they would serve as add-in extras and/or faceless characters to serve the purpose of bringing a bigger family setting to the story itself.

I think it's Donald's brother Scrooge. They call him "Uncle Donald", so that would make sense. I don't know who their mother is.
