If you have name brand computer like Dell, Gateway, HP or Compaq you can order replacement recovery CDs for about $25 (the cost of the shipping). If this is not an opinion you can order a copy from ebay for around $100 for XP Home and $150+ for XP Pro.

this has happened to us all at some time so dont beat yourself up,first why dont you try a system restore, you have nothing to lose, simply go start>programs>accesories>system tools>system restore>and set a date before you deleted the windows files, hopefully you havent deleted important ones
with regards to a basic version of windows, windows xp home is the most basic version, and the cheapest i have seen on the web is at http://www.misco.co.uk/productinformation/~Q75714~WW~/MICROSOFT%20OEM%20Microsoft%20Windows%20XP%20Home%20Edition%20Ed.htm,this is as cheap as you are gonna get anywhere in the u.k
if you go into your local p.c shop and ask to see if they will sell you a old windows xp,one that you cant validate, they may even give you it,as it wont be a genuine windows xp it will still run all software and will receive security updates, the only thing it wont do is download programs such as i.e 7 and media player 11 but these are not important ,they are programs that come with vista
as the windows xp disc will be second hand ,they should give you it,i got my first ever xp disc from a p.c shop free of charge as it was a copy and all i lost out on was downloads from microsoft,so what
ask around at schools and clubs ,even mates,i am sure one of them will have a spare xp disc on
i have loads of xp discs floating around my place,i would be more than happy to send you a version ,but i understand if you are a bit apprehensive giving out your address
however if you want a copy let me know and i will send it out to you a.s.a.p
good luck mate

Windows is basic by default (office or works is not part of any windows install). If you computer is XP have a look in accessories-system tools-system restore to see if you can set your computer back to a time before you deleted things and maybe you'll be able to recover what you have lost.

Your best option would be to go on Ebay and buy a full copy of Windows XP Home or Professional Edition. You can probably get the best price on Ebay.
