The best tear-jerker movie I've ever seen is What Dreams May Come, 1998. It has Robin Williams, Cuba Gooding Jr., and Annabella Sciorra.

What Dreams May Come is an excellent choice, but the all-time tear jerker is Random Harvest.

You are obviously all too young to remember the 1970 classic "Love Story" with Ali McGraw.
I wouldn't say it was the best movie but it must be the most tear-worthy.
Another good candidate is Watership Down when Hazel dies.
And I'm sorry but 50 first dates is one the funniest and most uplifting movies I have seen in a long time. I would worry if that made me cry!
