You have to get a LOT more specific.
First of all, realize that most states have multiple "state" schools. As such, I'm not exactly sure of which schools you're asking about.
Now, when you say University of Texas, I'm going to assume you mean the University of Texas at Austin. That's the one who gets to use the simple name of University of Texas. There are other Univ of Texas schools as well in other cities. There are also a bunch of "Texas State" universities.
Being from California, I can give you a better comparison with the California "state" schools. The best Cali state schools are the UC system. Just like with the Texas example, there are several University of Californias. The one that gets to use the name of University of California without adding on a city is Berkeley. It's usually the oldest school that gets to do that, meaning it's the flagship campus and usually the most prestigious. All the others have to add their name such as UCLA, UC Irvine, UC San Diego, UC Santa Barbara, etc.
The Cal State system is the same as the UC, just lower in prestige. The names are harder to figure out which one is a state school tho. Some, like the Los Angeles campus, use the easy to understand Cal State Los Angeles name. Others, like the San Francisco campus, call themselves something that doesn't really make sense. SF is called SF State, even tho there is no state of San Francisco.
Just because they are lower ranked, doesn't mean the Cal State schools are that bad. The California state colleges are very good compared to the rest of the country. If you don't like Cal State LA's location, you may consider nearby Cal States such as Cal State Long Beach (sometimes known as Long Beach State) or Cal State Fullerton.
The New York State Universities are known as the SUNYs. They're better than the City Universities of NY which are known as CUNYs.
Out of that long list you listed, Univ of Texas, or UT Austin is the best. Followed by the flagship Univ of Maryland and then Wisconsin. If your heart is set on California and you can consider UT Austin, then look into applying to the UCs.

They are all very good schools you should do just fine at any one of them. I would not worry too much about their overall rank a rank is just someones opinion of a school and they change from year to year. I would go to the one that seems to fit me best. The truth is that once you get into the real world no one especially employers really care what school you went to as long as you have a 4 year degree from a university with a decent reputation. Narrow your search by figuring out what type of college is best for you. Examples include large vs. small, programs you are interested in, and how far you would like to be from home. I was excepted to Syracuse University and I could not afford to go there so I chose to go to Illinois State University instead. I did very well and had a great time there. I thought that I would be miserable because I didn't go to the school I wanted to go to, but it turned out that I probably would have been happy anywhere because colleges are not all that different from one another. After I finished my undergraduate degree I went to a small private school (6000+ students) for my masters degree and truly it was quieter, but not much different than a massive state university (20,000 + students). The better public university system in California is UC, not CSU. But if you are out of state, there is no advantage to going to either. They are both huge, bureaucratic and they do not treat undergrads very well. Check out US News and World Report. They rank colleges all over the country.

i would give california state a two thumbs up i heard that there football team is reaaly good and the same for there basketball but there academics are more important i think

for NY state university do u mean NYU? Its not a state school, its a private school and really expensive. City Unveristy of NY is a state schoola and not too great.
