The headset or plug is not properly grounded. Check with another headset. If the problem persists, time to crack open the laptop and repair.

Check your headset cable routing to see if it's laying next to a power cable which may be causing the hum. Circuit grounding often affects audio circuits as well.
Or it could be time for a new headset...

Scratch Mr. GAF's answer. Your problem may just
be that you have the volume to high, 'cause I
know when I have the volume too high I can hear a
staticy noise, it just bugs the **** right out of me.
Try turning the volume down first, then go with Mr.
GAF's answer.
