It depends.
In some cases, an outlet just sells out-of-season merchandise. However, some outlets sell seconds or imperfect merchandise - stuff that was manufactured improperly or merchandise that was not returned in perfect condition. If we were talking about linens (towels or sheets), imperfect merchandise would include sheets that didn't meet the specified thread count (so many threads per inch), or towels with small runs or snags in the material. These are things that usually won't adversely affect the use of the product. Seconds from a crystal or china factory might be chipped - you might not want this since much of the enjoyment of fine crystal or china comes from its appearance.
If the clothing is factory seconds or damaged, it will be labeled in some permanent way to keep it from being returned to the non-outlet store at full cost. You'll want to look for a permanent marker dot on the clothing tag (not the price tag), a cut clothing tag, a removed clothing tag, etc. If you don't see anything like that, then the merchandise is (in all likelihood) just from a previous season.

It's not necessarily worse, it could just be last season's stuff. I know from having worked retail that once an item is marked down so much it isn't sold in the main store but goes to the "outlet" version of the store. Some of the clothing in there might have slight imperfections but the vast majority of the clothing should be fine.

Outlet malls will carry products that are out of season, never really took off or are defective in some way. That defect may be very minor that you would never even know the difference.

no. i say cheaper is better because your getting a bargain. theres nothing wrong when you buy a shirt for $50 at the mall and you see it in the outlet for half the price i would consider that good. plus if it is worse uality they wouldnt sell it. they could risk bad publicity.

No outlet.. means things that they ,made too much and didn't sell or couldn't sell or things that are on clearance in the regular stores and don't have the space to stock all of the clearance items.
So the quality isn't any worse...it's just the same.

Outlet malls are overstocks (perhaps still in season), past seasons, or even returns. Often times nothing at all is wrong.

Cheaper's not always worse since you're getting the same product anyways.

CHEAPER DOES NOT ALWAYS MEAN CHEAPER QUALITY.
YOU CAN SEE GOOD QUALITY RIGHT AWAY. IT COULD HAVE THINGS THAT ARE OUT OF SEASON. DOES THAT REALLY MATTER. U BUY WHAT U LIKE :)
