in a farm, there are 35 heads and 94 feet. How many chickens and rabbits are there in the farm? (Note: this question was asked to a primary 3 student, so algebra cannot be used....)

Guess and test maybe. A version of the high low game.

35 chickens, 2 feet each, so 70 feet (too low).
15 chickens, 20 rabbits, 15*2+20*4=110 (too high)
25 chickens, 10 rabbits, 25*2+10*4=90 (too low)

et cetera.

Eventually getting to 23 chickens, 12 rabbits, 23*2+12*4=94

Perhaps it was designed to make routine arithmetic "fun" and "engaging" and to spike curiousity, a "Wow I wonder how this works out" instead of "Just calculate 25*2." Also, it supports calculation as part of problem solving instead of calculation as an end in itself.
