Thats to warn you it's under 4 degrees C outside and the road is likely to be at 0, so their may be ice around. When the temperature drops below freezing it turns into a red light to warn you any water on the road is likely to be frozen.

It is your air conditioning. You probably haven't used it in a while and it now has developed a leak. Get it re-gassed and the pressure checked. You should use it occassionally during the winter to keep the system working effectively.

Frank Zappa also identified another warning that was shown by a yellow snowflake: 'Don't eat the yellow snow,
That is where the huskies go'

Best thing is to review your owner's manual and find out exactly what it means. Try troubleshooting section of the manual for possible causes and fixes. If there are no details there, try Chilton's automotive book for your car and you should be able to locate the cause for the symbol on the dashboard.

Justin is probablly right , the glow plugs. does it come on when you first turn the key on ? if so, wait about 30 seconds and see if it goes out or cycles on and off, the glow plugs are heaters located in the intake manifold to warm up the air going into the engine, when its cold out you should wait for the heaters to warm up before cranking up the engine.

If it only is on when you first turn the key on, it's probably for your glowplugs. Diesels don't have spark plugs to ignite the fuel/air mixture, they rely on cylinder pressure. When it's colder outside, the glow plugs pre-heat the fuel to aid in starting the engine.
If it comes on while you're driving, I have no idea!
