Since warm water has a temperature nearer to 100oC than cold water ,warm water boils quicker.

BUT IT ALSO DEPENDS UPON THE RATE OF HEATING, INTENSITY OF FLAME, VESSEL OF HEATING.

If you are referring to overall duration. Warm water boils quicker but altitude affects the time for both cold and warm. The reason people believe cold water boils quicker is because the energy inside of atoms become exicted at a quicker pace when the water is cold. Simple chemistry of getting those atoms moving. But in terms of acceleration it will break over the boiling point quicker from a cold temperature, but in terms of bringing water from 48 degrees to 86, to 105, etc. It will take much longer with cold water. I was taught the same thing by my one of my engineering teachers at University.

cold water, because the temperature increases at an exponential rate, thus if you start with less amount of temperature then you can get a faster rate of evaportion/boiling- which is due to electrons transferring from fire to the pot then to the water molecules that form bubbles due to the greater energy than the pressure acting upon it
