This is not a parallel structure. boys is plural and girl is singular. I would go with: the girl is, the boys are. The conjunction "or" separates the two thoughts.

There is an easy way to figure out the correct term. For the first sentence, you take away "the boys" and the sentence would read "the girl ___ inside the class", which would be "is". For the second sentence, you remove "the girl" and the sentence would read The boys___inside the class, which would be "are". A teacher taught me this trick many years ago and it works every single time. I'm American.
