Hmm, let me get this right. The neighbor is a hypochondriac. She is manipulative. She is always trying to control, and is obscessed with being the center of attention. And you are BOTHERED when she stops talking to you????
LOL I don't get what could possibly need handling. I would have thought those periods of time when she isn't talking to you would be a welcome break from her hypochrondriacal, manipulating, controlling, obscessive behaviour. I think I'd want her to just stay mad at the mutual friend.

I would confront her and ask could you discuss the situation. Be as kind as you possibly can. Be honest about how you feel about all this and see what happens. Tell her you want to continue to talk to her no matter what and that you value her relationship no matter what happens around you. Try persuasion and charm. From what you stated she seems like she will go for that.

Start talking about all the things she says about other people at the next party loud enough for everyone to hear. I.E. "hey *Marge, *Linda was telling me you and her went to lunch and all about how you didn't pay for your drinks, and I was thinking gosh, I wouldn't mind buying you a few drinks at lunch, so I thought we should go just you and me." *Linda will want to stay at home from all the embarrasment, and therefore you will have excommunicated her, just like in highschool, it never ends. But, don't you regret not sticking up for yourself and your friends to the totally dysfunctional bratty girl that no one liked but let control everything?

I would just go about my business without worrying about the problematic neighbor.
her problems are just that, hers.
life is complicated and difficult enough with us letting others complicate and make it more difficult.
when we do have the power to control who makes our lives more complicated, we owe it to ourselves to do just that. be in control.

Sometimes when people are acting like that they are really doing us a favor, we just don't always recognize it. Real friends don't treat each other like she is treating you.
