If she has a face that is nondescript and gender neutral, then short hair will give her a masculine slant.
If her face has feminine appeal (usually slightly larger eyes, longer eyelashes, soft curved lips, rosy cheeks) then she will look adorable with short hair (Halle Berry, Demi Moore, Angelina Jolie, and Wynona Ryder have all had short cropped hair and looked beautiful and feminine). Many women with short hair look pixie-like.
Choice of clothing and whether or not jewellery (earrings and necklace close to the face) and makeup is worn, can also play a role.

Depends on how it's cut, I suppose. Women have had short hair a lot over time and it can be very feminine and appealing.
My grandmother always had short hair. She thought my mom didn't look as good when she had long hair than when it way short and cut well.

the only person i have seen look gorgeous with short hair is halle berry aot of women let long hair make them it should be the other way around

i think only certain women can get away with it, my husband doesn't like really short hair on women, he doesn't like super long hair either, he doesn't care what i do with my hair as long as i don't cut it similar to a man's hair cut

I think so. For young girls it may be OK. However, very few adult women look good in cropped hair. You need a perfect bone structure to get away with it.
