First, are they ceramic tiles or plastic/fiberglass walls? The suction cup won't stick to anything textured, it must be perfectly smooth. If ceramic, make sure both the tile and the suction cup are really clean, and then moisten the suction cup with just a little water and let it set for a while before using it. If that still doesn't work, try a bigger suction cup. Otherwise, try one of the racks that hangs over the shower head.

I don't think I would glue it, but you can put a thin coat of vaseline, mineral oil, or anything similar to the inside of the cup, then press it onto the smooth tile. Make sure both the suction cup and the wal are clean with no buildup of soap, etc. The additive will enhance the suction and make a tighter vacuum. However, they only going to hold so much weight. If the shampoo bottle is big or weighty, the cups (unless they're rather large) usually won't hold the weight.

get ones which can be placed in a corner with suction cups on both walls. If this does not work then buy a metal basket which you can hang on your shower curtain rod.

No, everyone does that. Who doesn't? You should get like a storage thingy to put in your shower. They are sometimes called shower caddy's. You can find them almost anywhere. Even at Wal-Mart. Or if you want a high-profile one, you can find one on the internet somewhere or at a store like Bed, Bath, And Beyond.

Those things aren't that great when there is water around, but you could make sure that the cups are not over the grout surrounding the tile, that may cause them to fail.
