Had the American people the desire to do so they could have. Had we the ability to recall the government then the US would not have made it passed the whiskey rebellion during George Washington's administration. The south would still have legalized slavery. To change governments when ever one loses popularity is not good. Somethings take hard work to get through, and some people do not have the moral strength to see things through that they started.

Bush's ideas on foreign policy may not have made him very popular but that doesn't mean he should be recalled. After all, Clinton's impeachment didn't work and as far as I am concerned his questionable morals made him a much worse president.

Yeah um lets make a law that if your approval rating drops below 20% by a bunch of diff polls you get Ejected from office or something. If you cant even please 20%+ of the population you sir are GW BUSH.
