My '98 Astra has a problem, windows get extremely foggy in winter time, no matter how I run the heater, especially the rear ones.

I would look for damp carpets or maybe even water down in the sparetire well. The EXTREMELY foggy windows is normally caused by moisture inside the car condensing on the cold glass. Check to make sure the boot (trunk) is dry and not leaking.

Also pull back the lining in the boot on the sides. There should be vents to allow the air out. Ensure they clean and freely flap. These are for when you slam the door to prevent the popping of your ears. Sometimes these fill with debris and either allow water in, when driving in the rain, or get blocked and don't allow ample circulation of fresh air.

if its greasy its a heater core leak. is heat really coming out of vents.... crack window to let moisture out...
