Well I have made up small gift bags for the folks at my office....containing chocolate candies... peppermints... pens...note pads etc. You can find the gift bags at a party store, dollar store or any department store really for about 25 to 50 cents each... makes a really sweet gift.

Wow - you're generous! Good for you. I'm only doing about 15 and have gone to See's candy and bought those cute candy canes with Santa and one with a snowman. I will place these on top of Christmas cards. Plus I bought a few of those chocolate Christmas trees because some of the guys on my team love chocolate. The candy canes are about 2.50 and the tree is $2.00. I am doing other gifts for people (homemade) but didn't want to leave my team out. They are all guys and make good money so a smidget taste of sweets for them - they'll like it. :) So you could do the smaller boxes of chocolates from See's. They put them in cute little holiday boxes. Another thing that works is $5 gift cards from Starbucks (if they are coffee drinkers). Also, try ornaments; Wal-Mart and Target both have unique ornaments that anyone would adore getting as a gift. Happy Holidays!

Go to your nearest $1 dollar store or .99 store. Find something!
Not the candles can be a hazard to thier homes. Many homes and apartments and condos burn down each year due to unsupervised candles and matches.
Bring in a gourment coffe, such as Starbucks if they are big fans of Starbucks for the day. I think its $7.99 a pack for the coffee brewer.
Set out summer sausage and cheese with toothpicks. In the break room or on your desk.

You could make an inexpensive Christmas ornament. Craft stores sell clear Christmas bulbs (fill them with colored metallic shredded wrap and personalize each one with each persons name use a metallic sharpie)
Christmas socks are a nice gift or gloves
Make a funny Christmas card, poem on themed printer paper.
Dollar stores usually sell holiday coffee mugs, make a gift using the mug as the base (gourmet hot chocolate and a biscotti)
If you have a computer and a CD burner, you could make a Christmas CD with your favorite songs. Write on the CD with holiday colors (again a sharpie comes in handy) "happy holidays" "merry Christmas" from your name

Go to the dollar store and buy some Christmas goody bags---now get some candy,hershey kisses,or mini muffins.Put something in there that they can share at their desk or home.I gave all my sorority sisters a mini loaf if cranberry bread with hershey kisses.I found individually wrapped ones and they were the ideal size for the bags.

cookies in a jar
cost under 2$ each and easy to make
you just need mason jars (quart) (about $6)
1 - 5lb bag flour (under $2)
1 - 4lb bag sugar (under $2)
4 - 12 oz bags chocolate chips (about $1.50 each)
1 - box baking soda (under $1)
2 - 2lb bags brown sugar (about $1 each )
1 - yard of plaid material (about $2 from walmart)
4 - yards of ribbon (about .25 cents each yard from walmart)
this will make 12 at about $1.75 each
Chocolate Chip Cookies
2 1/2 cups all purpose unbleached flour
3/4 cup white sugar
3/4 cup packed brown sugar
1/2 tsp. baking soda
1 cup chocolate chips
Instructions:
1. Combine flour and baking soda - stir well. Place flour mixture in a clean mason jar. Pack down tight so everything will fit in the jar. (Use a spoon or a mallet.) Add white sugar and pack down, then add brown sugar and pack down. Finally, add chocolate chips.
2. Put the lid on the jar and tie a ribbon around the lid. You can add a personalized label, if you wish. As an added touch, tie a wooden spoon to the lid with a piece of ribbon.
3. Print out the following instructions on a gift card and tape the card to the jar:
Whip 1 cup of butter until light and fluffy. Add 2 eggs and 1 tsp. vanilla and beat until mixed.
Stir in the ingredients from this jar until well combined. Drop 1 Tbsps of dough on a greased cookie sheet. Bake for 8 to 10 minutes at 350 degrees
