No, Celebi can only be obtained through a ninetendo event.

You can't get Celebi unless you trade from Colosseum. Early this year when Pokemon toured America Celebi was available for download onto your game, but it isn't going on any more. You can also use a gameshark.

you can't get it in pokemon emerald,but you could trade from pokemon coloseum.
