It depends on where you are staying and where you are going.
By far a car is the best mode because San Diego is very spread out. However, if you are only going to the tourist spots, you can get by with Busses, and the Trolley. There is also what is called the Old Town Trolley, this is a Tour Company that provides a tour between several tourist areas. The good thing about this is that you can get off and on at various points so not only do you get a tour you also get transportation.
If you are going to drive and stay away from the Rush Hours (6-9am) and (4-7pm) you will not really have any problems on the Freeways.
To help with Navigation get some good maps and plan your route beforehand. Also, look at getting some on-line driving directions from something like mapquest.

You'd honestly need a rental car to get around and see the better tourist spots etc. in the San Diego area. Avoid the rush hour freeways (6:30- 9 AM and 4:30-6 PM). The Trolley is OK, but will limit you considerably and it goes nowhere near their many beaches! Buses are older and not always dependable (on time). Getting around by car is not difficult with a good map and directins from your Hotel as well rental car company. Plan each segment before you leave each morning.

I stayed in San Diego x 2 months earlier this year. I bought 2 maps before my trip. However, both are incomplete. I bought a 3rd one which is more complete but more smaller, needing a magnifying lens to fully see it. The reason? San Diego is so widespread.
I was able to appreciate the totality of San Diego after riding the trolley. Ride all trolley cars. There are bus stations in most trolley stations. There was no trolley map available when I took a ride. I asked the one inspecting the tickets, luckily he still has 1 map available.

By far the easiest is by car. You can reach the best beaches that way as well as restaurants, La Jolla, the mountains, and desert. Be sure to plan your driving time outside of traffic hour...after 9 AM until about 3:30...then after 6 PM. You will avoid all the major traffic jams that way. The best map to use in San Diego is Thomas Brothers. It's expensive but is worth the cost....It'll get you to every major AND minor site....it's easy to read too!

One great thing about travailing around San Diego is the you can put a bike on the bus, Don't forget to visit San Diego Wild Animal Park. Also look for horse shows around Del Mar.
I use to like watching the Polo and Jumpers just 2 miles east of Solana Beach.
The Bus is great for day and poor for night travel. Most of San Diego is easy to drive not counting the normal commute time.

i recognize San Diego. that is 2d to my abode city, Kailua. in the present day I stay in an area outside of Augsburg, Germany. it isn't San Diego and it truly isn't Kailua, in spite of the undeniable fact that that is between some rolling hills and far of woodland and eco-friendly fields. that is effective. I lived in Lemon Grove, San Diego for a severe college semester. It develop into ok. I lived out close to point Loma/Ocean coastline for 5 years at the same time as dealing with college and then after college. I loved it.

I think that it is really easy to get around San Diego, but I am good at following directions and reading maps. Rent a car, bus riding and taxi's are way too restrictive. Have fun, don't forget to go to the best Zoo in the whole world when you are there.

Car, its easy to navigate.
Its also very spread out. Definitely a car so your not wasting time on poor public transportation or exspensive cabs
