In anthropology blacks and Asians are distinguished for each other by racial categorizations based on physical features.
Mongoloid - Of or being a major human racial classification traditionally distinguished by physical characteristics such as yellowish-brown skin pigmentation, straight black hair, dark eyes with pronounced epicanthic folds, and prominent cheekbones and including peoples indigenous to central and eastern Asia.
******* - Of or being a major human racial classification traditionally distinguished by physical characteristics such as brown to black pigmentation and often tightly curled hair and including peoples indigenous to sub-Saharan Africa.
The ******* race evolved in sunier hotter climates. Skin cancer became an evolutionary factor over many generations weeding out the lighter skin genes from the population.
Asians although darker than caucasion are still generally much lighter than the ******* race.
In looking at skin Cancer rates for people of diffent races the caucasians have the highest rate of skin cancer, negroids the lowest and hispanics and asians right in the middle as would be expected.
Now that people many people are free to migrate and travel to other countries the gene pool is being shuffled much more. And the racial line are much less clearly drawn. Some people theorize that in a couple hundred years the races will be so intermingled that that racial differences may be indistinguishable.

There weren't any black people in Europe or America either until native Africans were brought there. Mongoloids aren't genetically inherited black skin. You know that.
Although I do recall a native tribe in Japan, the Ainu, who have darker skin. But then again that's just tan, not black.
If you mean biracial black-japanese, then of course there are, you just haven't met them. I've seen some before.

Well Tiger Woods has some Vietnamese and Thai and African in him. I know it isn't Japanese but it is close. He isn't a bad looking guy!
