Windows XP will allow you to use the "Compatibility" section under the "Properties" tab of any ".exe" file so as to allow older 16 bit programs to run correctly.

- Right-click the application's executable file
- Choose "Properties"
- Select the "Compatability" tab

There you may select the programs recommended settings.
It goes without saying that XP also supports 32 bit application.
