Redraw the map of the country by dividing the country into administrative zones like East, West, North, South, Central etc., the way Railway zones are created. When there are no states on the basis of language then there is no instrument and no music at all. Is there any MARD in India to do this? Answer is simple NO.

When your goal is not solving, a problem, but, to get a small time gain of votes, you can never solve it.
These are not the only problems which are deliberately stalled. Right from Kashmir issue, Indo-US nuclear deal, North-East problem, Bihar. All are problems, where there is no will to solve. Only, they will play politics.

If problem is water then build more lakes , retain and store water - simple. If the problem is gaining votes then these cant be solved.
