You could (when the car is cold and not running open the radiator cap). Then start the car and let it run until it warms up. When it gets to the proper temperature there is a valve which will open allowing the cooler water in the radiator mix with the water in the engine block and you will be actually able to see the water begin to move inside of the radiator (through the hole).
Sometimes people will replace the water pump because their car is overheating and it will not fix the problem (costly mistake) as the valve I mentioned is called a thermostat and if that valve is faulty it will fail to open not allowing the cooler water in the radiator to mix and enter into the engine block.
The cost of a thermostat was approximately $5.00 the last time I ever had to change one 20 years ago but a water pump was about $125.00.
So if your car is overheating it may be 3 things I can think of the Belt which turns the water pump (if it squeaks it could be a belt), the thermostat or the water pump. If you can not afford to have someone else fix your car for you then 1st replace the thermostat, and check the belt tightness than as a last resort replace the water pump.

If it's not leaking, is it making a strange noise? Is the car overheating? What makes you think the water pump is bad? Usually a water pump will start leaking before it goes bad (has a bearing go). If there's a grinding or howling coming from the water pump area, take it to a mechanic and have them use a stethoscope to try to pinpoint the noise, any good shop won't charge you for this. If they want money up front, go to another shop, and don't let them start taking it apart until you get a 2nd opinion.

.Your car is one of the older model so that some parts need replacement or are worn out near or even beyond its economic life. The water pump is very important part of the car cooling system. If the engine is overheating then something is wrong with the system even if water pump is not leaking... then this is bad

does the heater work? If it doesn't, it's a good indication that it isn't working. If your car over heats... that's another one.
