One reason might be to keep the air circulating and humidified. It could also be that the ambient air is so cold, the heater is blowing cool air.

I have no idea we have the same problem here! we all have to have portable heaters, cloves so that we can type, I wear two jackets!
Everyone says just wait till you go to his house I feel sorry for his wife. I think maybe he hotblooded

my boss does the same thing. Drives me CrAzY! I just put on a sweater and go about my business in the frigid temps.
