Smart casual is another way of saying business casual.
I would go with a knee length skirt, a short sleeve or 3/4 sleeve blouse, and peep toe shoes. If you'd rather wear a dress, then make sure it's a daytime style, nothing festive that you'd wear for a night out. You'll look professional, but not over dressed. The open toes shoes will allow you to go without hose to stay cool, but won't be over the top or too sexy like a strappy sandal. Look for natural fabrics (or blends) as they are cooler than synthetics. Cotton and/or linen would be my first choice.

As a Manager, I'd dress it up a bit and wear a nice casual cotton dress with short sleeves, and pretty sandals.
Wearing your hair up, or in a ponytail, is a good idea if it's long and the weather will be hot.
To make a ponytail a little more stylish, I brush my hair up from the neck on one side, gather it on the other side, brush the scalp smooth then fasten it over one ear. Not over your phone ear if this is also a work day. (Made that mistake. ONCE.) The style is easy, pretty, and always gets lots of compliments!

Dress up like Albert Einstein and wear tennis shoes. That will let the people know that wrote 'smart casual' how stupid that description is.
It depends on where you live, I would say khaki slacks or a nice pair of pressed jeans, flat shoes and a nice sweater or blouse with long sleeves.

Wear a knee length skirt and nice shoes with a light blouse in holiday colors if you have it. We live in FL so I can relate to the tropical climate around Christmas time. You can't exactly break out the Holiday sweaters!

Business suits are great. Find a jacket and pant/skirt suit and put a light shirt underneath it. That way, you can still wear the undershirt and a skirt, still look professional, and still be comfortable. Have a good time!
