Actually yes. Members of Congress can go on fact finding trips all they want, but they are not allowed, by congressional act, to meet as a representative of America on foreign policy without approval of the Administration. It is a violation of the House ethics and they could be censored by Congress

Overstep their authority? The administration is the Executive branch and therefore the only one that can negotiate treaties. The Legislative branch can visit whomever they wish.
