I grew up there, and it's OK - but it's not excellent. Shopping in town centre is going downhill - my mum now shops outside town in Hailsham. Town centre crime is much like any other town centre. If you are rich, you can live in Meads (west end of town), or if you like suburban, I can recommend Langney (far east end).
Beware! In summer, the OAP population sky-rockets. The seafront is very long and filled with hotels - and they all fill up with OAPs. Also there are a number of English Language schools in town, which gives it a large foreign student population in summer.
If you are at the night-clubbing age, there are only a few clubs. There's a decent amount of sports clubs, and a good swimming pool. Lots of walks on the Downs (but don't walk off Beachy Head). Schools are generally a good standard. If you have kids, the local Guides and Scouts are active, and there are many other organisations active in the area (my parents help run Eastbourne Archers).

I have lived in Eastbourne for 20 years and have never had a problem. It is a nice area, I live in one of the 'dodgier' parts but still no trouble. Good place.

Blimey, you make it sound like Moss-side or North Peckham!
Dodgy?!! Eastbourne is the height of genteel respectability! - It's where civil servants and solicitors go to die. It is one of the few British seaside holiday resorts to remain reasonably prosperous and not subside into decay and seediness like so many.
Pleasant place to live - but not if you are looking for anything edgy or exciting (Brighton isn't far away if you want anything like that)!

Don't think i've been there, but it kinda has the reputation of being England's equivalent of Florida..... the spot where retired people go to grow old & die.
