Are the two places, next door to each other so that those in heaven can stick their tongues out at those in hell?

i don't know. i haven't been to heaven or hell to be able to answer.

They used to be in the same dimension if you refer back to the story of the rich man and poor Lazarus. The rich man lifted up his eyes and saw Lazarus in Abraham's bossom. However this place was not heaven but just a waiting place for the OT saints to wait for the perfect blood of Jesus Christ. When Crist died on calvary these saints arose from the dead and were taken up in heaven when Jesus ascended into heaven after 40days

Hell is an experience, not a place. Therefore, one is most likely concentrating upon one's own experince rather than worrying about what someone else (about whom they know little and care even less) is doing.

Imagine the last time you were depressed, REALLY depressed. Did you make an effort to hang around people who weren't depressed, who didn't think that life sucked, who didn't feel doom and gloom? Probably not. More likely you isolated yourself as much as possible, because being around others was just too painful.

So to answer your question, they probably could, but wouldn't.

No. Before His Resurrection, Jesus spoke of Hell and Paradise being separated by a gulf, but visible to each other. After His Resurrection, He took Paradise to Heaven with Him.

Yeah, and we can even talk to each other. People of the heaven describes the blessings of the paradice and people of the hell describes the tourment of fire to each other.

The rich man saw Abraham and asked him if Lazerus could dip his finger in water and touch it to his tongue becasue he was in such great misery.
But he could not because of the great chasm between the two

It seems from reading this verse that they can.

Heaven is up the skies and hell is a dungeon no way the cant meet.

I don't think so, or in the least they will be foreign to each other. You cant change places in the afterlife, so I don't think you would see each other because it might cause pain or sorrow from either side.
