I am a big green tea drinker, and if you want the best it is Japanese, Shinca it is the top leaves from the plant and they only process it by drying it in a time honoured way, it is law there to be called shinca or banca to be prime or secondary.

They also mix the lesser grades with roasted barley to makeit a bit nutty and lighter, if you use loose green tea, remember it goes a long way, and gets stronger like black tea the longer it sits, and it must be kept air tight or it looses its flavour, get a tine or palce the package in a ZipLok bag and out of direct sunlight, when I was in Japan I purcahsed some it cost me the equivalent of $20 CND or 15 AM, it was just after the harvest and it was the premier brand available, but well worth the price.

Green Tea is best drink without milk. Good green tea should look yellowish green (the liquid) and it should taste fresh and mellow unlike black loose tea.

For detail method of brewing green tea, you can refer to http://www.teacuppa.com/tealibrary.asp

As for the main question, I think there's quite a number of places that sell loose green tea on the internet or at the shop nearby your place. If you are new to loose green tea, you should watch out the brewing time and the water temperature when making the tea. If you brew it wrongly, the tea may taste bitter.

Green tea is milder than black tea, with a totally different taste. I wouldn't put milk in it. The Republic of Tea makes some great flavors---they come in tall tin containers, you can buy them at most farmer's markets and gift shops but normally not the grocery store.

Green Tea, I Love to drink green tea of GIRNAR TEA, i actually take about 7 - 10 cups of green tea in a day, rich in antioxidants n lots of medicinal values (not a medicine). Ideal way of preparing green tea is to BREW it an NOT BOIL, hot water+green tea, cover with lid, brew for 3-5 mins, NO MILK, a pinch of sugar, can try adding a dash of Lemon Juice. Gives u a Green Liquer, not black or reddish like the normal tea. Can prevent a lotta diseases (prevent not cure) like Cancer, high Cholesterol levels, Cariovascular disease etc. Try the "PARROT GREEN TEA" of the "GIRNAR TEA" company.

I like to add cream and sugar to my teas but there are some that don't taste very good with cream so your best bet is to try it if you like it do it if you don't try it in a different way.
