Give him incentive to want to follow you if he isn't doing it willingly. Try holing his favorite toy in front of him, or a treat he likes. When he's on leash walk the length of the leash, stop and try to get him to come to you. Repeat that till he gets it. Do not tug on the leash and yank his neck, he'll think it's a bad thing and it will take longer for you to teach him you're trying to walk him. But praise him a lot when he does do the right thing and start to follow you.
Good luck. Dogs are so much fun, and especially when they are pups, enjoy this stage while you can, even though some times it seems hard.

There are two steps here. First is to "come." I have always accomplished this with a very enthusastic voice and lots of love - start out on their level and then gradually move up higher. After they have learned to come and sit at your feet then you can teach the dog to "fallow" you by walking at heel on a leash in public or just behind you in the back yard.

Fallow means unplowed and unseeded. Sounds like you have an unsavory sort of dog.

My brother suggests slapping your thigh. That always seems to work. I usually call its name or whistle. If it doesnt respond keep trying it will figure it all out. But most dogs come running if you slap your thigh and call their name
