i am a 14yr old guy and there is a girl that i like and i dont think im going to find out if she likes me if i dont ask her, but the problem is i dont know how to ask her out, l, she is pretty shy so i dont know what to say. she is currently a prety good friend ,

Start hinting that you like her and then, ask her if she wants to "go out sometime" or something like that. Whatever you say to her, incorporate some form of "go out" so she knows it's not a "just friends" thing.

Oh she's your good friend.This has made it easier for you to approach her.Just make sure that the time is right.I mean asking out is all about timing.See that she isnt preoccupied with something else.The best time is when the too of you are having a pretty good chat.Add some humour and make her laugh,when the convo gets too interesting you tell her honestly about your feelings for her.
You can also put it in a card and tell her what you really feel for her.Good Luck!

When she is comfortably talking to you, ask her what would she think if you propose to her. If she blushes or is taen aback, just laugh casually and say, it's just a question to see how you react, you need not worry so much, to relax her. This can give you an idea about what she thinks about you.
