First of all, dogs can sense when a person fears them. When they get that sense, they go into a defensive mode. They sometimes bite because they have another sense that you want to harm them. Don't be afraid of dogs. They are awesome creatures. If you are afraid, don't approach them. Look for certain signs, like tails between their hind legs, hair standing up on their backs, ears back, teeth revealed, growling, uncontrollable barking. Don't run from a dog. They will chase you. Don't look an angry dog in the eyes. He'll perceive it as a challenge. Slowly backoff from him but don't turn your back on him. Find shelter or call for help. If he charges, wrap your jacket, shirt, or tshirt around your fist and let them bite. Don't yank your hand away because you may get a few cuts. You can also grab the top of their jaws and don't let go. That's where all the pressure comes from. Dogs with good temperments will have a happy look in their eyes, usually panting, tail wagging. Their head when the approach you will be in a passive position, usually looking down at the ground and waiting for you to pet them. If you speak to them keep a high-pitched tone, almost like talking to a small child. When you first approach a dog, extend your fist to it and let them smell it. They will probably just backoff and feel more comfortable around you, or you may even get a lick (kiss). Then pet a way. Dogs are awesome animals, loyal, and make good friends. Just treat them with respect.

If your fear of dog is at a "phobic" level, then you must see a Psychologist. Don't get me wrong, many people are afraid of dog for a variety of reasons...that dog bites are painful (of course), that mere dog bark can startle, are annoying and sometimes put you in an embarrassing situation.
But most dogs will attack only when its territory or safety or masters are threatened. I'm not afraid of a dog bite per se, what I'm afraid of is a dog bite from a "rabid dog".
In my country, it was the dog who are afraid of people...because some drunkards eat dog.

best thing to do is go to pet smart or petco, these stores allow owners to take their dogs inside, the dogs are usually better behaved at the store since they are not protecting the area like they would at home.
go to the store several times and just watch the dogs, when you feel comfortable, then you can ask the owner if you can pet the dog, if the dog is prone to biting the owner most likely won't let you pet the dog.

well it's just silly to panic especially if the dog is big.You'll cause yourself to get bit.
Whenever you see a dog you need to tell yourself that there's nothing to fear.As the dog approaches you or you the dog put your head up and shoulders back.Keep your hands at your sides.Make no fast movements with any part of your body.Stay calm and relaxed.Don't look at the dog.Talk to the dog or try to touch the dog.Be aware of where the dog is at all times but stay relaxed and calm.Let the dog come to you and smell while you ignore it and it won't bother you.

first of all it's quite normal to have a fear of dogs-or anything for that matter! you have to know one thing, that if a dog senses that you're scared, that's when they come up to you.
maybe it's a good idea if you see a dog out and it's with its owner, to go up to it, and ask if you could pet it. when a dog is with its owner it listens, so you won't have to worry about it freaking out on you.
if you see a stray dog out, just casually walk away..even if it follows you. they tend to freak out when you do, so if you don't give it any attention, it might smell you and then walk away.

If it is a full blowout panic attack, you might want to try hypnosis. Otherwise, behavioral techniques including systematic desensitization usually help people overcome most fears.

go to the spca and go inside the rooms where the dogs are. close the door and freak out until your freak goes away. you have to confront your fears before they will go away.
