the first part of your question has been answered. As to the question of consummation:
1. You don't know that the marriage was consummated. What goes on between husband and wife is normally private.
2. Assuming it was -- why do you assume this is a bad thing? Should the widows have lived a sexless life for the rest of their lives? Perhaps this was their choice, not something that was forced upon them.
3. Have you considered how a woman would feel if a man married her just to help her and then did *not* consummate the marriage? Might she not feel that she was unwanted and unloved? Consider the culture then, not now -- and what it would be like to be a wife in name only when you are the only one treated like that.

To support them financially. In Islam the man must support the wife even if she was much richer than he is. She is not obliged to hand him over money, if she does not want to.
Imagine women 1500 years ago, without a husband, following the many wars waged on Muslims to wipe them out. Many were killed in the process, leaving widows and orphans; do you think a Muslim widow can live alone? How if an infidel attacked her?? This encourages other Muslims to follow suits. That is also why, most of them had more than one wife. Islam faced many challenges at the start. I am sure many men married women they did not love (vise versa) they had compassion instead. Not the love of today.
Story of Zaineb: the Prophet wanted to marry her, Zaid did not know and asked him to approach her brother. The Prophet could not tell Zaid "I have my eyes on her first". When he asked for her hand, she thought it was Mohammed who is asking, she agreed. Later on, Zaid realized that she did not really care for him. He did not want her anymore. There is a verse in the Quran saying: Mohammed: Zaid is not your son, you can marry her after he releases her.

Because during that time Muslim population was scarce and this was a good way to expand and grow, also the Prophet(PBUH) wanted people to treat widows with respect and not to shun them. Latterly, yes it's true, the prophet (PBUH) did marry Zaynab, this was because to make people aware that it is acceptable as her husband was an adopted son of the prophet and not his biological son. At that time and place, widows were often abandoned with nothing. By marrying them, they were assured to be provided with a home.It was considered as a gesture of solidarity.
