The way I see it – sleep is a basic human right and if they were keeping prisoners at Guantanamo bay awake by playing screaming baby noises then it would be ‘abuse’ of that right.
Fair enough that babies cry but when it isnt your baby and the parents dont seem to care then ASBO them!

I'd start by going to your neighbor and telling him/her that their baby is crying non-stop for several hours in the middle of the night and it's disturbing you and your family. Babies scream in the middle of the night (usually need food or a diaper) and it's not normal for it to continue for long periods though. My guess is that the parents are lying in their bedroom with ear plugs on. Most babies calm down considerably after they've been fed or changed. Sounds like these parents are neglecting their baby. I'd see them personally first and ask them to try to keep their child quiet. If a week or so passes and nothing changes, THEN call social services because the baby is obviously being neglected. Even if the baby doesn't go back to sleep after being fed (some babies do have their days and nights mixed up for a while) it shouldn't scream non-stop. Something is wrong.

Babies scream, just try to remember that it is only a defensless little baby. You don't know the baby is unchecked, I am sure many parents on here will tell you how little ones scream for hours at some point in their first few months no matter what the parents do to help.
Don't call social services unless you are positive the child may be harmed.

Is all you have to go on a screaming baby to call Social Services? Do you have any other concerns of neglect, shouting etc? If it is just a screaming baby then it would be very unfair to call them. Maybe they are having a tough time setting the wee mite or it may be ill, colicky or just plain fussy and there's not much you can do about that. You could try asking them about it.

Invite the baby's mother round for a cup of tea or coffee. She's obviously having a hard time with her newborn. The baby might have colic, she gets tense, because she knows that the screaming is upsetting the neighbours, and she's also not getting enough sleep and the baby senses this. If you have experience with babies and your neighbour doesn't, then you might be able to offer some well-meant advice.

How do u know that the baby is unchecked? Maybe the baby has colic- a harmless condition where the baby jus cries and cries. He's been fed, his nappy's dry, he's in his mommy's arms, he's not sick but he jus cries non stop. Most babies have it in the first few months of infancy but they do outgrow it. Cause is unknown. Check what the situation is before calling Social Services.

how do you know the baby's parents arent doing all they can to pacify him/her. Some babies just cry alot - and their parents end up exhausted (not to mention neighbours). Have you tried talking in a supportive way to your neighbours, offering to help in any way. They may appreciate your help and concern. Calling social services will only make things worse between you.

Definately bad form to call social services because it shows that you're the kind of person who has to have other people do your dirty work for you. And it is even worse form if the noise is the reason you care and not the baby's welfare. Have you even talked to your neighbor about it?

call social services if you think they are neglecting the baby, i remember reading about a babys parents who got an ASBO, and remember its normal for babies to cry, even at 4am, maybe you can tell your neighbour to change the babys bed routine, or offer to help, sometimes it just gets to much for parents.

In Taekwando there are knife hand, ridge hand, and spear hand thrust. These are all the strikes that are with the open hand. Oops, I forgot the slap and " bil gee" LOL. The so called Karate chop is usually reserved to describe a short strike using the knife hand to the opponent. I have never been in a class in Wing Chun Kung Fu or Taekwando where these were specifically called chops. The only time I have heard this term is in some very old movies.
