get some piping icing made up then let the kids do the decorating much more fun

You are definitely going to have to use a pastry bag and decorating tips. That's pretty much the best I can tell you at this point as I have four housemates, all of them male. If I can get a cookie to survive the trip to a different room - it's a bloody miracle.
I would make a glaze and then use my hands to pick the cookie up and 'dip' the top in the glaze. Then use a pastry bag filled with a different, colored glaze and a small 'piping' tip to add the decorative features.

to get a good glaze you need to mix egg white into the icing sugar.
Put the egg whites into your mixer, and then slowly add the icing sugar a spoon at a time, when the mix drops off the spoon slowly add a teaspoon of glycerin. You will then get a smooth, but solid consistency.
for enough to cover a 9 inch cake you need 2 eggs whites and 500 grammes of icing sugar

make your icing out of confectioners sugar and milk. Add food coloring if you like. Dip the cookie top down into the icing rather than trying to brush it on. Once you lay the cookie flat it will smoth out, then if you wish when the frosting sets uo you may add a border with a piping bag

the white part you want to make a powdered sugar and milk icing, just add milk to powdered sugar until it is the consistancy of yogurt. spread it out flat in a shallow dish and dip the cookie face down just enough to cover the surface then smooth it out a little with a knife, it will smooth out flat as it dries. the outline you want to find a "royal icing" recipe online and put it into a piping bag or a ziploc bag with a tiny hole cut off the corner and pipe it into the design you want. just color the royal icing with food color or powdered color you get from a craft store it even better because it will not add liquid and change the consistancy of your icing.
