Right click the file, click delete, you should get a notification asking if you want to delete it, say yes, and normally it gets sent to the recycle bin. So, right click on recycle bin, and click empty all contents, or empty recycle bin and it should be gone. If not, click start, click run, type cmd. You should see a black screen with a C:\> this is your C: drive. Write down the directory the file is in on paper. If the file is on the C: drive, under windows for example, you would type this on the black screen with the C:\>cd windows, then press enter. That would take you to your windows directory, and the black screen would now show, C:\WINDOWS>
Basically the cmd command is DOS. Microsoft for some stupid reason, has tried to make computers DOS free, so far they have failed at that. Dos is BETTER than windows. It's just that most people didn't own a computer or want to back then, because DOS was nothing but that black screen that came up when you typed cmd. So gates decided to basically combine DOS and Windows 3.1, thus you have Windows 95, or junk. The reason you want to be in CMD is because in DOS you CAN delete ANYTHING you want, and it WILL stay deleted.
Before you load CMD, I would write down the name of the directories of where this file is first, then go into CMD, at the C:\> you would type, cd, then press enter, to change directories, dir/p to show you all the directories on the hard drive, and then use the command, delete to delete the file. If the file is on the D: drive, type D: then enter to change to the D: drive. Also use the command, cd\, to back out of a directory.

Have you tried deleting it in DOS?
Open the DOS shell, find the folder it is in, and 'del' the file.
Search Google for DOS commands, if you are not familiar with them.
