First of all, you need to sort out your feelings. What do you mean by you "sort of have a crush on her"? Do yourself and her a favour and don't lead her on if you are not sure of your own feelings.
Now, if you are positive that you like her...
What on earth are you thinking by setting a $10 budget???
Forget about budget and put in 500% thought into what to get for her. While it is true that most good women do not like to accept expensive gifts, don't be a cheapskate.
Then consider all this as well: What are her hobbies? what does she like? what's her lifestyle? And most importantly, what does she HATE? Once you are done with all the mental work, shop all day until something catches your eye. Then evaluate it. Will she use it? Is the colour suitable for her? blah blah blah...

Well if she has a crush on you and you 'sorta' have a crush on her the best thing to do would be to figure out if the 'sorta' is an 'I do have' or 'I don't have'. You don't want to lead her on.
Secondly: what does she like? Does she have any allergies? You don't want to buy her chocolates only to find out that she'd could die from them. LoL.
But some advice. If you really like this girl don't go to the nearest store and get those gift baskets. That's something you give to your mom, it takes no thought and it'll tell her you're not really interested in her at all.
What type of person is she? Cute and fluffy or...er...not so cute and fluffy? Her favorite color (if you know and/or can find out for sure.) The best thing to do is if you know any of her friends subtly grill them (if you don't want her to know that your her 'Secret Santa'). Ask them what they want, then ask about their friends and then about her.

Go to a bath and body store or a store like TJ Maxx (good stuff, discounted prices) and get her a lotion, a lip balm, bubble bath, bath salts, and a stuffed animal. Start with the lotion and work your way up to the stuffed animal. You'll show that you're thinking of her as a feminine person without being too corny. Plus she'll appreciate the skin care in the cold, dry weather.

Be romantic, but yourself at the same time. That would serve as a little bit of a boost for you two. Just go with what you think she'll like. Each girl is different, and the same old clichés are boring. Think of something original on your own, so you can have pride in the fact later that you, and you alone wooed this girl.

Sorry I did not read the entire question. Tell her you would like to give her your gift somewhere away from work. Then give her the gift at the mall and then ask her if she ould like to have something to eat. If she has a crush on you it should work to get to know one another.
