my cat runs through the house and then climbs the curtains. Then when I get him down he stares at the ceiling and there's nothing there. Sometimes he gets scared of his own tail and runs from it or tries to attack it. Is he retarded?

if the cat is young then he's got energy to burn just like a toddler,
if you could provide him with a cat gym and lots of toys, and at least 15 Mins play time a day you may see a reduction in the hyperactivity.
as for climbing the drapes i had that problem with my cat when she was a kitten i invested in a $2 dollar water pistol and gave her a good spritz every time she did it or was getting that big eyed ears back look the one that says i want to shred the drapes , i guarantee it will have some effect mine stopped doing it after a week , it just takes persistence and consistency.also remember the 5 second rule the water pistol spritz must hit the cat within 5 seconds of the unwanted action or the cat won't be able to recognize a connection between climbing the drapes and getting a nice cold soaking,it's the shock value you want , i put the water pistol in the fridge for added effect.

Most house cats are hyper active like kids on a sugar rush if you don't play with them enough. My cat looks at the ceiling too and it looks like nothing there but an important thing to remember is that cats have really good hearing for detecting mice. My cat stares at the ceiling because she hears pigeons walking on the roof!

No, i got a cat, kitten, does the same... they are anxious and jumppy the first 3-4 years. just play with him a good way to get him to stop is squit him with water in a spray bottle. they will quit anything. and its not punisment nor cruel, so use when needed.
