I want to tell him how I feel, but I don't know how!! I can't tell if he's interested in me. At parties, he touches my arm, plays with my hair, and stares at me constantly- but he's never said if he's into me or not!! HELP!!

Personally,I like the direct,but gentle,approach.
You might say the next time..."Your pretty cool...I enjoy spending time with you" and let the conversation take it's own course.
If he is into you....(which it sounds like he might be).....he'll give you an appropriate opening....just be ready when it comes!!

From the little you are telling us in the question it seems like he is very interrested in you. Maybe he just need a little encouragement to go to the next step. When he plays with your hair, sit a little closer or start to play with his hair too. When he stares at you, smile at him to show that you appreciate his attention. He is possibly looking for some indication that you are also interested in him because he is scared of rejection.
Be careful that you don't "overdo" the hinted invitations because there is always a chance that he will then take advantage of you even if he is not romantically interested.

Be straight with him. Tell him how you feel when your around him. OR ask him how he feels about you. A guy is a very mysterious, you never know what they want till you ask them. I know this first hand. Men arent as easy as us women. Guys dont wear thier feelings on thier sleeves. You gotta tell him how you feel and hope that he feels the same or ask him about you.

Ask him, and odds are good that he will answer one way or another. Make sure you've both been drinking some, and then let him know your feelings, and you'll get immediate feedback one way or the other. Taken care of.

Simply and understated."I wonder what we would be like together?"or "I was thinking about you today" . Girls/women have a habit of getting to emotional and mushy and that is not the best way to communicate with guys.Try one of those ,it will open the door for him to reciprocate.
