If hair doesn't get curly with a perm, I don't know of anything that will make it curly for more than a little while. I've known people who had hair like that, and no matter what they did it was bone straight again in 2 hrs. Sorry I can't help.

I was wondering if you have tried a digital perm? (I do not know if they have it where you are located, but in Japan they have it.) This is a perm processed by electricity that starts from the ends, to give a curling iron effect. It is wash and wear.
In Japan, this perm (for curls) it is quite the rage and they say that it is also good for people with REALLY straight hair.
But if you have real damaged ends, then it will be hard for the perm to work.

If you get a perm and it still won't curl, there's nothing you can do. Maybe try heavy duty gel and a curling iron, but that completely ruins your hair. Sorry!
