I think this means that they will continue to fight until Jesus comes again no matter what peace plan they try to make. The Bible describes the relationship between the nations in Gen. and prophesies that one would always live by the sword and be nomadic. I think that describes the situation quite well. I personally believe that mankind will always fight amongst ourselves due to limited resources and conflicting ideologies. The fact that the Western World is so involved in the conflict between those two peoples will further their resistance to peace. A kind of "How dare you stick your nose where it doesn't belong!" mentality.
The Bible does make allot of references of continuing warfare between the Israelites and Arabs. Which is sad since like Cain and Abel these peoples are actually brothers (in a figurative and literal genealogy sense).
