Yes.
If your minor child is your dependent, you have the right and responsibility to make sure he/she is not breaking the law, downloading inappropriate files, or associating with people in chat rooms who could harm him/her. Parents are held legally and financially liable when something bad happens or their child gets caught.

Even though it may seem like a breach of trust and privacy to the child, remember that the trust has to be earned. An occasional check is an ok thing and proves that the parents are really looking out for their child and care about him/her. If it's a constant thing, though, maybe the parents have good reason to be so suspicious.

An employer has the right to track internet use, read email and letters. When you are on the job, your time belongs to your employer, and the courts support this. You can be fired for the contents of emails, letters, or internet use which violates company policy.

My husband and I track my daughter's internet use because she is 11 yrs old. I don't open her e-mail but I do look at her inbox to make sure she isn't being sent things that are inappropriate.

I think if you're talking about an adult it's highly inappropriate to track their internet use or read their e-mail unless you suspect them of something illegal or that they might be hurting someone.

Only if they are your children. In this case, you should track their use to make sure they are not visiting any questionable sites. Also, you can check who the email is coming from periodically. This is important.
If it is an adult, then no, it is not your business ( unless it's an employee then you have the right because they should only be doing work-related things online).
