It depends on when they are neutered. I've had many cats and the only one who still sprays is a male who was fully grown when neutered. While his urine isn't as strong now, stray tom cats often spray over his spots so he may as well be a tom cat as the others smell so bad. You could try Felaway spray. It mimics the cheek markers of cats and encourages them to mark with cheeks instead of spraying.

I worked at a vet over the summer. They will spray for awhile following the surgery, but it will stop over time.
