Or do people just claim they have the right to brag about something because they're conceited?

There aren't such such rights in law but friends, kins, colleagues may make jokes about having such rights! They not be serious nor simply conceited. It all depends on the relationship and timing and circumstances!

It depends on how far you go - everyone has the right to celebrate being part of a winning team. Then again, there is such a thing as an ungracious winner and of course, a sore loser. Anyone though who claims that someone else is lacking sportsmanship, simply because they win often is the sorest loser of all. Not going to mention any recent sporting events......

because they're conceited....not really, it's fun to claim right to brag about something...sometimes..so, yeah i guess.
