Well for starters, it would be helpful to know who provides your email service.

If it's through your ISP (Internet Service Provider), you should be able to contact them and explain the situation. If the account is listed under the fire dept. and the fire dept. is the one who is paying the bill, they can reset the password for you.

If it's through an on-line email provider like Yahoo or Hotmail, you may have a more difficult time since those are set up as private accounts. Again, you can try contacting the company that manages the email accounts and see if they have a suggestion or proceedure for resetting the password.

You say the individual is no longer "with us". Has he/she passed away? or simply moved away? The obvious choice if they are still contactable is to attempt to get ahold of the person. However, if they did not part on good terms, you may want to stick with the other suggestions.
